Quakers In London

Category: JLAM

Joint London Area Meeting is the name for the meeting of Quakers in London which brings together all the Area Meetings in London. It is the temporary discerning body for all Quakers in London until our London Area Meeting is established.

  • QiL Nominations Committee Needs Your Help!

QiL Nominations Committee Needs Your Help!

QiL Nominations Committee shares their need for nominations to fill crucial roles including (but not limited to) Treasurer, Trustees, and members of the Eldership and Pastoral Care Committee.

Twelve Friends from across London have the tasks of finding and nominating Friends and Attenders to serve in the key roles that will enable Quakers in London to function when it comes into being in 4 months’ time. Twelve Friends cannot possible know every Friend and Attender in London, nor how each Friend and Attender sees their own gifts and ability to serve the Area meeting. So, we’ve set up online Offers of Service forms for Friends and Attenders to complete to let us know about you and what you might be interested in doing. And if you know of anyone in your meeting that you feel has skills and experience that would be useful for the Area Meeting, then why not talk to them and encourage them to complete a form.

Currently, our most urgent need is for a Friend to serve as Treasurer, for 4 more Trustees, and 6 more Friends to serve on the Eldership and Pastoral Care Committee. But all sorts of roles will become available over the next few months.

Our Quaker communities can only exist and work if we all play our part in serving the community. Everyone has different strengths and Nominations Committees are tasked with discerning the right roles for the right people. But we can only do this if we know who these Friends and Attenders are – please help us.

  • Becoming Quakers in London: What do individual Friends need to do?

Becoming Quakers in London: What do individual Friends need to do?

London Development Group’s Legal Sub Group sets out what will be asked of Members and Attenders as we transition to Quakers in London – explaining the process and answering some FAQs.

At the end of 2026, the seven current Area Meetings in London will merge with each other and with London Quakers Property Trust, to form Quakers in London (QiL).  After that, the 33 Local Meetings will continue to operate in much the same way as now, guided by Chapter 4 of Quaker Faith and Practice, so the Members and Attenders who worship at each of those meetings will continue to worship as they do now.

For Members, there are just a few things that each individual will need to do as their membership moves from their current area meeting to Quakers in London Area Meeting (QiL).  For Attenders, there is even less to do.

    Membership

We hope that all Friends in membership of one of the seven area meetings in London (KWAM, LWAM, NETAM, NLAM, NWLAM, SELAM, SLAM) will become a Member of the new area meeting โ€“ QiL.

Each Member will have to formally consent to be a member of QiL. There will be a simple form to complete on line, with a backup paper version for those who need it. The QiL Membership Clerk and Friends serving on the London Development Group will be at JLAMs and other meetings to help and there will be a volunteer in most LMs to assist too. For anyone who doesnโ€™t use a computer and isnโ€™t able to get to MfW, we will arrange for someone to visit at home.

Attenders donโ€™t have to do anything: they will continue as Attenders at their LM as they are now.

QiL will be both an AM, which is a key part of Quaker right ordering, and a Charitable Company Limited by Guarantee which can legally own property, hold bank accounts and so on. QiL will take over London Quakers Property Trustโ€™s registration which is much easier than setting up a new charity.

Those in membership of a current AM will become a Member of the Charitable Company as well as a Member of the new AM in Quaker governance terms (once they have completed the form). Members agree to work according to the Articles of Association which are the charityโ€™s governing document: LQPTโ€™s Articles of Association are being amended and you can find a draft version and note of explanation here. Members will have the right to attend one or more meetings each year where the accounts of the Charity are presented and other formal processes take place: these will probably be held as part of a wider QiL Area Meeting in session. Members of the Charitable Company will also โ€“ theoretically – be liable for any debts if the Charitable Company closes, but this is limited by guarantee to be โ€˜up to one poundโ€™ so itโ€™s not something to worry about.

In future, those who come into membership will automatically become members of QiL area meeting both as a Quaker entity and as a Charitable Company. The form filling is needed only as Friends transfer from the old AMs to QiL.

     Data Protection

Each current AM holds and processes certain personal data on its members as a โ€˜legitimate interestโ€™ for its core purposes. QiL will need a record of the name and basic details of all members in just the same way – by filling in the form members will ensure that the data held is accurate.

The form will ask if the member wants to receive Quill (a newsletter) and other notices: these will not be sent automatically –  the Member must agree to receive them.

At this stage, we are not going to set up a shared directory of members, but QiL may decide to do that at a later stage. Each person would have to give specific permission for their personal details to be included in the directory.

It is different for Attenders who must give explicit consent for any of their data to be held by the current AM or QiL. The form has space for that and we hope Attenders will choose to share their basic details.

Members or Attenders may give additional permission for specific data to be used for local address lists or newsletters or similar as they do currently.

In due course, QiL will develop a privacy policy, and until then we will use the draft LQPT privacy policy.

    Financial contributions and Gift Aid

Contributions from individual Members and Attenders pay for activities in each LM, QiL meetings and events for adults and children, Friends to go on courses, and the salaries of a small staff team. They also contribute to the maintenance costs of meeting houses/hiring places for premises-free LMs to worship, and support the work of Quakers in Britain internationally as well as in England, Scotland and Wales.

Many Friends contribute through regular standing orders, with gift aid wherever possible.

We hope that Friends will give some money directly to Quakers in Britain in future rather than via their LM or QiL. That can be set up any time on the Quakers in Britain website.

And we hope too that Friends will contribute to QiL to help cover the costs of everything that we do in London.

For LMs that have opted for central finance management, individuals will need to cancel their old standing order and set up a new one for the new bank account.  Details will be sent about this later in the year.

Taxpayers who want QiL to claim back tax on donations, should fill in a new gift aid form. This is necessary whether the LM is managing its finances itself or managing them centrally through QiL because only QiL can claim back the gift aid.

This can be done at any time.

    Q & A

Q: How do I get hold of one of these forms?

A: Online forms will be sent to all in membership of one of the seven current AMs by email (if we have an address) soon after JLAM on 12 September.  Hard copies will be available for those who need them.  The QiL Assistant Clerk Membership and members of the LDG will follow up during the autumn to help everyone fill them in. Please make our lives easy by filling them as soon as you can!

Q: I find it very confusing. What should I do?

A: Donโ€™t worry. We will explain it at JLAM and there will be someone in each LM who can help.

Q: Surely thereโ€™s an easier way to merge than this?

A: The London Development Group looked at the options and found that using LQPTโ€™s legal structure is by far the simplest and least expensive way of merging. JLAM agreed to this in October 2025. Minute JLAM 2025/19 which you can find in the full minutes of that meeting here records its intention to use the LQPT legal framework.  The summary of legal advice explains the reasons more fully and can be found here.

Q: Wouldnโ€™t it be better to register as a Charitable Incorporated Organisation (CIO)?

A: In some ways the newer model of a Charitable Incorporated Organisation (CIO) would be an easier fit, but it would have been a much slower and more expensive process to create a new charity and transfer ownership of all property than to take over and adapt the old LQPT registration. With a CIO, many of the same requirements would apply: it would be mandatory to get Friendsโ€™ permission to join, to keep a register of members etc. Many AMs are registered as CIOs and some as Charitable Companies.

Q: Why does QiL have to register at all?

A: Religious charities used to be โ€˜exemptโ€™ from registration, but the Charities Act 2011 is phasing out that option and a charity as large as QiL must be registered. (In fact the larger existing London AMs are currently registered). QiL must be registered as a charity to be able to hold a bank account, own property etc.

Q: Can I be a member of QiL without being a member of the charitable company?

A: No – that wonโ€™t be possible. All those in membership will be members of the charitable company. At this moment of transfer, members of the old AMs need to complete forms and consent to being part of QiL, but it will happen automatically as new Friends come into membership in future.

Q: Are there any risks for me as an individual by becoming a member of a Charitable Company?

A: Members of QiL will โ€“ theoretically โ€“ be liable for any debts if the charitable company closes, but this is limited by guarantee to be โ€˜up to one poundโ€™ so itโ€™s not something to worry about. There are no other liabilities of any kind for members. Trustees hold more responsibilities, but even they are protected in this type of charity as long as they act in good faith.

Q: What will happen to my personal data?

A: A membership organisationโ€ฏlegally has a โ€˜legitimate interestโ€™ in holding the personal data of its membersโ€ฏand contacting them on matters linked toโ€ฏtheir membership. We are collecting data via the online form so that we know it is accurate and up to date. The historic membership records held by Area Meetings will form part of their archives, which will be transferred to Quakers in London.

It is a requirement that all Area Meetings keep a register of members (QF&P 11.37), and this will apply to QiL. There is also a statutory requirement for any company โ€“ including a charitable company –  to maintain a register of members.โ€ฏ This up-to-date information will be gathered on the forms to be completed by all members this autumn.

Q: How do I get onto the mailing list for the Quill newsletter and to receive notices of whatโ€™s going on?

A: Thereโ€™s a link on the Quakers in London website where Members or Attenders can sign up now to start receiving the newsletter. The form on membership will have a section where those who want to can sign up to receive Quill.  This needs separate agreement โ€“ itโ€™s not an automatic part of the โ€˜legitimate interestโ€™ of membership.

Q: How can I get hold of the contact details for Members of Quakers in London?

A:  You will have to ask a person to give you their details.  At least initially, there wonโ€™t be a shared list with contact details. Longer term, QiL might decide to create a Directory of Members and this would require explicit permission from each person whose details were included.

Official role email addresses for QiL clerks and various committees are available via the ‘connect’ page on the Quill here so that you can contact those role holders easily.

Q: Can I see the governing documents for QiL?

A: The draft revised Articles of Association (which are the governing document for a charitable company) are available here with a covering note explaining them. Friends are invited to send any comments on them to the London Development Group by 20 September 2026. Formal approval must come from LQPTโ€™s Member Representatives (one from each AM) at a meeting in October 2026. You can also make comments at JLAM on 12 September or on a zoom on 21 September (details below).

Q: What happens if I donโ€™t complete the form?

A: We hope everyone will complete the form.ย  Anyone who chooses not to, will not become a member of QiL. But they can, of course, continue to worship as an Attender. We will offer help to make sure that all those in membership of a current AM are able to complete the form.ย The London Development Group is trying to find a legal way to get a bit more time in 2027 for us to help Friends who are not able to complete forms by the end of the year to do so.

Q: Will Attenders be members of the Charitable Company?

A: No. The Members are those in membership (not Attenders).

Q: How can I find out more?

A: The draft Articles of Association and some background information are available on the Quill: https://quakersinlondon.org/2026/08/12/quakers-in-london-articles-of-association/.

The full legal advice and a summary which was taken to JLAM in October 2025 is available with JLAM papers here.

Minute JLAM 2025/19 which agreed to use LQPTโ€™s registration as a Charitable Company can be found in the full minutes of the meeting of 4 October 2025 here.

The London Development Group Legal Subgroup will introduce the Articles of Association and explain about form filling at JLAM on Saturday 12 September. There will be a zoom on Monday 21 September 7.30 โ€“ 8.30 for Friends who want to discuss the Articles further or who need help filling in their form. The zoom link is available on the event page here.

Still have questions about this process? If you have further questions about what the transition will mean for you, please feel free to send them to admin@quakersinlondon.org.

    Getting to know: Paul

    Name: Paul Keenleyside

Role: Co-Clerk of Joint London Area Meeting

Local Meeting: Iโ€™ve been attending Quaker Meeting at Streatham & Brixton in South London since 2005.

Can you tell us a bit about your Quaker journey? Like many, the journey to being a Friend was indirect and at times bumpy, but I was drawn consistently by the Quaker sense of each of our lives being a Testimony and the meaning that this then gives to each of our interactions with others and the world around us. This sense of meaning finding has been an important part of my wider life working in special schools and now helping support school leaders.

What excites you about the QiL project? I feel that there is a huge potential in Quakers in London; developing connectivity and sense of purpose for us across this wonderful city and providing a new way to โ€˜talkโ€™ to other city-wide organisations (both faith-based and non faith-based). I also know that this journey is likely to be indirect and bumpy, but that may be the point!

To get to know our community better, we are publishing a series of posts introducing Quakers in London including (but by no means limited to) staff members and role holders! If there is someone you would like to learn more about, or you would be interested in introducing yourself, please email us at quill@quakersinlondon.org.

A 21st Century Kind of Service: Join the JLAM Tech Team

A submission from our Friend Chris Martin

Interested in how tech can help London Quakers meet more effectively?

Technology is playing an increasing large part in our meetings – in the room where microphones make sure everyone is heard, to online where cameras, sound and zoom allow those not able to attend to take full part in our discernment. It also hugely increases accessibility, with subtitles and remote access to enable everyone to participate.

To make all this work, we are looking to build a QiL Tech Team – a group of Friends who are curious, want to learn some new skills, and are willing to help set up and run all the exciting tech. You can learn a lot, helps you get to know other people, and is a useful transferable skill in all kinds of areas.

No experience needed (we mean this!): enthusiasm is the main qualification. Whether you’re drawn to audio mixing, camera and streaming setups, sorting out which cable goes where, or just enjoy troubleshooting a fiddly problem with good company, we can show you how everything works. Over time, as people pick up different bits of kit and knowledge, we’ll grow a team that can share the load – and it will be fun!

    Interested?

Join our WhatsApp groupย to find out more. We’ve also heard that some local meetings are looking for advice about tech arrangements. QiLAC is in a lucky position to be able to pool expertise across London and we’d love to hear your questions!

News from JLAM: Latest Steps in Creating Quakers in London

On Saturday 13 June, the Joint London Area Meetings met at Westminster Meeting House to agree more steps towards becoming a single AM: Quakers in London (QiL), slated to take place in just over six months time.

With the help of QiL Co-Clerk Kate Green, we provide a summary of the morning and afternoon sessions and the thoughtful, creative, and constructive ministry that was heard.

The minutes are also available to read and download here.

Morning Session: How Should QiL Use its Money?

The morning session was an open exploration around money. This is how one of our Clerks, Kate Green, summarised the lively discussion:

“We asked ourselves the question, โ€œHow should QiL use its money?โ€

As single spiritual and financial body, how may we make the strongest impact in our Quaker, and the wider London, community?

Are we still as adventurous and far-sighted as earlier
Friends were in using money for community benefit?

It was a time for exploring our joys, fears and hopes for QiLโ€™s use of money, held in a spirit of worship. For the first time in London our meeting houses and our financial resources will be united. We need to discover our shared vision and what we are led to do, even when economic prospects are poor. Ministry started with references to Marie Kondoโ€™s philosophy. As we gradually evolve into Quakers in London, we need to examine all we do, all our traditions. Does this bring us joy? If it doesnโ€™t, thank it for its service and let it go.

With the seven London AMs pooled resources, we hope to be able to more ethically manage our investments. Using the model of the Quaker Housing Trust, QiL could give grants, or lend money to other charities who share our testimonies and are doing the work we are led to do but arenโ€™t able to. We need to use all our connections with like-minded groups of people to discover what we may do together. We may also be led to contribute more than the minimum QiL quota, and to offer more service.

Friends ministered about supporting Quaker children and young people (which may be as simple as giving them their own room in a Meeting House) and the need for a London Quaker Centre which is accessible to all.

We also heard ministry about Reparation, the Climate Crisis, the Quaker Prison Ministry and the needs of Londonโ€™s young people in relation to violent crime.

At the end of our session, we were all moved by the realisation that weโ€™re living in a historic time for Quakers in London. After the hard work of moving towards the merging of the seven London AMs, it was a discovery of our fundamental unity, and great hope for our future.”

You can read more detail about this ministry in the document below:

The Afternoon Session: Appointments, Membership, Discernment.

In the afternoon session, key appointments were made, seven members of our community came into membership, and crucial financial decisions were taken.

This meeting appointed JLAM’s interfaith representative, the QiL Membership Clerk, and a new member to the Elders and Pastoral Carers Committee. We also appointed six QiL “trustees in waiting”, who will begin their trusteeship on the first of January 2027.

To get to know our community better, we are publishing introductions of trustees in waiting, role holders and community members over the course of 2026. This edition, we get to know two future trustees: George Barrow and Mary Stiasny.

We also heard how the QiL finances will work and made the decision to maintain AMs existing designated funds for five years, then review.

Additionally, two upcoming events which will help us continue our journey toward QiL were highlighted – one for Elders and Pastoral Friends on 11 July at Friends House and another on zoom on 29 July open to everyone to explore gaps in our present structure and how to fill them.

We give our heartfelt thanks to all those who helped to make the day a success!

    Role: Co-Clerk of QiL

Tim worships at Hampstead, but where is he looking?

The role of the QiL clerks was formulated to be more than the servants of the meeting, and to be servant-leaders.

As leaders we are seeking a point on the horizon to which all Quakers might aspire.

One of Timโ€™s enthusiasms is the London visionary, William Blake who once asked โ€˜Where shall we take our stand to view the infinite and the unbounded?โ€™ Blake knew it would be in London – โ€˜a human awful wonder of Godโ€™.  Tim believes it will be in QiL, where everything that lives is holy.

What parts of your service are you looking forward to?: I feel really blessed to be trusted by Friends to help lay the foundation of the next iteration of our community across London. And I think thatโ€™s what most inspires me about this work – thinking and trying to discern what will help Friends thrive to do what we feel truly called to do. To listen to the breadth of experience and to the inner light and to find the openings to be really led.ย

Whatโ€™s your favourite quote from QF&P?:ย Dearly beloved Friends, these things we do not lay upon you as a rule or form to walk by, but that all, with the measure of light which is pure and holy, may be guided; and so in the light walking and abiding, these may be fulfilled in the Spirit, not from the letter, for the letter killeth, but the Spirit giveth life.

Anything else to say?: I hope that Friends can find opportunities in the new structure and start to help us in the building of our revitalised community. I really hope over the next year, filling out QiL starts feeling like a โ€œdoing it togetherโ€ endeavour.ย
